The CARTAC Steering Committee serves to guide the prioritisation of the Centre’s activities. It meets every six months to review the work plan proposed for the coming six months, and review the work activities completed to date. Given the large number of countries participating in CARTAC, and the number of supporting organizations, membership on the Committee is structured on a partially rotating basis to provide for a small committee of 12 persons and a Chairperson. Observers from countries and donors not currently holding membership are free to attend meetings if they so choose. Notification of meetings, the meeting agenda, and meeting minutes are sent to all CARTAC countries and participating donors to keep them fully briefed on the activities of the Centre. Once every eighteen months, there is a plenary meeting of all countries and organizations involved with the work of the Centre.

The current Chairman of the Steering Committee is the Governor of the Bank of Jamaica, Mr. Brian Wynter and the composition of the Steering Committee for 2010 is as follows:

CARICOM, CIDA, DFID IMF, UNDP - one seat each
CDB (and all other donors) - one seat
ECCB - one seat, representing the ECCB member countries of Antigua & Barbuda, Dominica, Grenada, St. Kitts & Nevis, St. Lucia and St. Vincent & the Grenadines
Barbados - one seat (as host country)
OECS - one seat representing non-ECCB OECS countries and the British Overseas Territories of Anguilla, Bermuda, the British Virgin Islands*, the Cayman Islands, Montserrat and the Turks & Caicos Islands, filled on a rotating basis
Belize* and Guyana - one seat alternating
Jamaica and Trinidad & Tobago* - one seat alternating
Suriname and Haiti* - one seat alternating
The Bahamas - one seat
