Resources for Workshop Attendees & Persons on Attachments
General Notes
CARTAC’s training workshops and job attachments are planned in response to requests from its member countries. Requests are usually received from Ministries of Finance, Central Banks, Statistical agencies or other national/regional bodies. Some workshops are regional in outreach (participants come from all member countries), and others are directed specifically at particular countries or country groupings. Job attachments are usually specific to particular sectors and involve small numbers of persons.
If you have been nominated by your country and approved by CARTAC to attend a workshop or to go on a job attachment, you will receive a Nomination Confirmation letter from CARTAC outlining arrangements for your attendance at the workshop or fulfillment of the attachment.
Airline Reservations
On receipt of the nominee confirmation letter from CARTAC, you would then make airline reservations if indicated, and send the itinerary/invoice to CARTAC. Your airfare is refundable on completion of travel and after return to your home country. CARTAC does not normally make airline reservations for course and attachment participants.
Hotel Reservations
Hotel reservations are normally made for you by CARTAC in advance of your trip. Payment to the hotel for your room rate and associated taxes is made either by CARTAC directly to the hotel, or by you, using the hotel allowance sent to you by CARTAC for this purpose.
Most hotels in the region require a credit card number to guarantee your reservation, and CARTAC will inform you if this is the case. Many hotels also have an incidentals policy, which requires that you either authorise the hotel to charge incidentals to your credit card, or you make a refundable deposit with the hotel to cover incidentals.
Since hotel dates must be set well in advance of your arrival, it is important that you do stay at the hotel indicated for the number of nights indicated. If you check out earlier than arranged, for example, with no advance notice to the hotel and CARTAC, then you will still be charged for the night(s) not spent at the hotel.
Attendance Records
CARTAC workshops are intensive and quite demanding, with sessions that are often ‘packed’ with material. Your attendance at each session of a workshop is essential, and workshop attendance records are kept. Absence from workshop sessions could affect your completion status at the end of the workshop and receipt of a completion certificate. Repeated absence from workshop sessions will result in a letter to your nominating officer, usually the PS of Finance or a Central Bank official, outlining your attendance record.
Allowances
Your allowances are calculated and either sent to you in advance or delivered to you on your arrival at the workshop/attachment venue. You are entitled to the following allowances:
Hotel accommodation allowance – this is sent to you only when CARTAC is not paying the hotel directly.
Subsistence allowance – this allowance is paid for each day of approved travel, work or training, and covers meals and other travel-related costs, including transportation to and from the airport.
Claims
After you have returned to your home country from the workshop or attachment, you are entitled to claim a reimbursement of your airfare from CARTAC. You must make this claim in writing to CARTAC, accompanied by a copy of the ticket/invoice and boarding passes. Please note that all claims must be submitted within two weeks after the end of the course.
Equipment needed
All CARTAC workshop and attachment participants must bring laptop computers with Word and Excel programmes on them to the workshop or attachment.
